Job Description

Program Controls Manager

The Project Controls Manager utilizes skills and training in the project controls specialty to provide the management of estimating and scheduling reviews and analysis for projects and changes in projects. A minimum of ten years experience working primarily in scheduling and project controls work for small to very large commercial construction projects. An expert level capability in Primavera P6 is required. A Bachelor of Science degree in Construction Management or a Construction related engineering field is required. Proficiency in MS Office, Adobe Acrobat, Primavera P6 and MS Outlook is required. The successful candidate must be highly reliable, trustworthy, conscientious and punctual.

Duties and tasks associated with monitoring and enforcing construction contract requirements on behalf of the City of Wichita and the Wichita Airport Authority as it pertains to the Construction Management of projects at Wichita Mid-Continent Airport include, but are not limited to the following:

Implement the standardized Work Breakdown Structure (WBS) for the ACT 3 Program that permits performance measurement and reporting on design/engineering, permitting, contract/change negotiations, bidding, and construction projects;

Work with the Construction Management Staff to develop parameters for accurately forecasting construction completion and budgeting;

Review and analyze submitted schedules from contractors to determine compliance with contract requirements;

Perform analysis of impacts due to changes in construction conditions to determine the time, value and merit of the change;

Develop and maintain the WBS Library and review schedules for compliance by Contractors, Designers and other consultants;

Work with the Construction Management Staff collaboratively to develop strategies and tactics for implementing successful negotiations; and

Work with the Owner, Designers, Contractors and the Construction Management Staff to create and maintain a consistent project controls reporting system.
